Brexit, the election of Donald Trump and the growth of populist nationalism and illiberal democracy across Europe are all testament to the cultural drivers of political resistance and change. Growing nationalism, nativism and protectionism are crude attempts to protect what is perceived to be the traditional historical cultures of a mosaic Europe, and cast massive policy shadows over the “liberal” international order that prevailed for the last 70 years and within which the EU has largely flourished.

This Report addresses resilience strategies as a response to nationalists as actors of foreign cultural policy. It captures the essence of what we call the populist nationalist zeitgeist and its infiltration of the European political and policy process, including the role of emerging communications technologies. It examines these phenomena at both the level of ideas and ideology and at the level of practical politics, foreign policy and international relations.

Professor, Dr. Richard Higgott, FRSA, FAcSS is an Australian and UK citizen. He is Emeritus Professor of International Political Economy at the University of Warwick where he founded and directed the Centre for Globalisation and Regionalisation. He is currently Research Professor at the Institute of European Studies and Distinguished Professor of Diplomacy at Vesalius College at the Vrije Universiteit Brussel working on an H2020 project on European cultural and science diplomacy.
He has been Professor and Director of Graduate Studies in Foreign Affairs and Trade at the Australian National University and Professor of Government at the University of Manchester. Between 2006 and 2014 he held senior administrative appointments as Pro Vice Chancellor (Research) at Warwick and as Vice Chancellor of Murdoch University in Western Australia.
He has been National Director of the Australian Institute of International Affairs, President of the Australasian Political Science Association and Vice President of the USA International Studies Association. A former Fulbright Fellow at the Kennedy School of Government he is an elected Fellow of the UK Academy of Social Sciences.
He is the author and/or editor of 20+ books and edited volumes and 120+ peer reviewed book chapters and articles in major journals including, among others, International Organization, Political Science Quarterly, International Political Science Review, International Affairs, Review of International Studies, Review of International Political Economy, New Political Economy, European Journal of Public Policy, Politique Étrangère, Aussen Politik. He has edited The Australian Journal of International Affairs, Global Governance and The Pacific Review.

Virginia Proud LLB. MBA is an Australian citizen and resident of Hungary. She is currently engaged as Research Officer at the Vrije Universiteit Brussel but is also a writer and theatre arts practitioner. In 2012, she began building cross-cultural arts projects within Hungary and Europe as founder and Artistic Director of Budapest English Theatre, her original plays have been performed in Hungary and the Czech Republic. She was also a board member of the national umbrella arts organisation, Australian Poetry.
Outside the arts, her diverse career includes international leadership roles in the corporate and services sectors; as lead consultant in research and innovation for The Leading Edge, Marketing Director for Innovation, Diageo Great Britain plc, and Global Brands Innovation Director for Diageo Australia Ltd, Strategy Consultant for LEK Consulting Ltd and as a private consultant on business strategy, consumer insights, branding and innovation.
Prior to completing her MBA in 1998, she was a practicing barrister and solicitor in Western Australia.
